I'm assuming this question is regarding the crossing along the West side of Damen going North or South when Damen traffic has the green light. I personally don't see this as an issue and actually feel there should be crosswalk markings here. I don't know the legalities of putting crosswalk markings here, but I feel that doing so would make this area more pedestrian friendly. People are going to cross here no matter what is done, so putting crosswalk markings in would alert turning drivers who already need to be looking out for people crossing on Milwaukee or North anyway.
It seems more children are being brought up in this area, so I feel neighborhood parents would agree with the added security this would provide them.
If they need money for paint, they should start enforcing the law banning cell phone use while driving or enforcing the law (HB 43) requiring motorist to stop for pedestrians at crosswalks. I say this after almost getting run over by a driver using their phone over the summer and also regularly watching traffic not stop for even mothers with strollers across from the 14th district police station on California.

I think it's a good idea. It helps population control: not as effective as birth control or genocide but I dont think we should look a gift horse....and so on. And Merry Christmas to you too.
